Bug Description
Presently the arrow keys are only useful for freeform
designs.
If the user is doing some kind of technical layout, the
arrow keys are useless.
Please rework the arrow keys steps (nudge) so that the
user can specify /which/ units and how many.

You can set the amount of nudge in Inkscape Preferences,
Steps tab.
