win32 installer should check for dependencies

Bug Description

this is transfered from the bug section:

[ 1245281 ] Win32 installer fails to find extension
executables

 The extension-errors.log file produced during
installation reveals a lot of failures that should not
take place when the required extensions actually do
exist on the particular platform. Te error messages
reveal the Linux origin of the messages themselves, for
example the PATHs indicated are of the form
/usr/bin/perl or some executables are for example gs
instead of gswin32.exe. Apparently the search for
extensions is not taylored on the Windows registry
and/or path capablities.

For now it is not task of the installer to find missing external dependencies. This will be recorded as RFE.
Extensions that will fail to run should not show up in the extensions menue. There is a test function for each extension in the inx file.

The patch by sas seems to fix this problem for uniconvertor - https://bugs.launchpad.net/inkscape/+bug/197617

Perhaps someone could take this on and follow through in much the same way as with uniconvertor. Some of the changes in the uniconvertor patches may already have helped progress this bug, ie: changes to src/extension/dependency.cpp
