Clipping issues when printing on Windows

Bug Description
This is a follow up to bug #1665768:
With the crashing now fixed it became apparent that the problematic samples present clipping issues. Often areas are clipped improperly, see samples in comment #19 of the linked bug:

The issue seems to be exclusive to Windows builds, so a cairo issue can not be ruled out, especially since behavior seems to be highly dependent on the cairo version used.
For example printing of "clippedcloudpr
- devlibs build with cairo 1.14.6: no clipping at all
- devlibs64 build with cairo 1.15.2: crashes
- MSYS2 build with (patched) cairo 1.15.6: wrongly clipped (only upper half of circle, see link above)
(Tests were performed with devlibs(64) builds of 0.92.1 and MSYS2 build of 0.92.2pre0; trunk builds are affected, too)

MSYS2 builds of current trunk - Inkscape 0.92+devel (353fc816d9, 2017-07-29) - with old versions of cairo seem to support the previous observations:
- cairo 1.14.4 behaves like devlibs (no clipping at all)
- cairo 1.15.2 crashes
