NT4: SHGetSpecialFolderPathA problem

Bug Description

Hello Inkscape-Developer-Team!

After successfull installation of the Win32 Build under
Windows NT4, I got the error message "The procedure
entry point SHGetSpecialFolderPathA could not be
located in the dynamic link library SHELL32.DLL" when
invoking Inkscape. Perhaps also other older Windows
versions have the same problem?! Is there a possibilty
for a work-around?
