Windows: install shortcuts for readme and error log

Bug Description

I would like to see on the MS Windows build a link to
the error log and documentation within the INKSCAPE
folder in the taskbar. I find that having to browse for
this information such as the readme files to be to slow.

I know that many software packages include these in the
installs on Windows.

seems reasonable. I will add links for hand-book (first-link in help menue) and error-log in the start-menue and optionally documentation to the quick launchbar.

Actually, what is "error log"? Do we really need to link it? What I do think we need to link is the readme.txt (too Unix-oriented now but still useful as a general description) and the NEWS file with release notes.

It could be nice to add a link to the documentation, the release notes, or the bug tracker webpages. Windows' .lnk files allow that kind of links.

the current Inkscape 0.91 msi does add a link to the inkscape homepage.
Dokumentation is linked in Inkscape "Help" menue.
