Patch for HIG-style GtkFrames

This patch should make all the GtkFrame widgets use the GNOME HIG-style.

However, for no reason that I can figure out, it doesn't seem to be having
any actual effect. For instance, the Object Properties dialog still has the
ugly old-style frame. Maybe someone else could try it or investigate?

Hi Murray,

why don't you write to the devel mailing list about this patch - what it
does, why this is better, what are the problems? (ideally with
screenshots?) I have no idea what are "HIG frames" and it's not my area of
interest, so I cannot take an action on your patch. There are probably
others who might be interested, but they are unlikely to find your work
here in the patch tracker. Thanks!

New widget Inkscape::UI::Widget::Frame that is a drop-in replacement for Gtk::Frame.

Changed the following dialogs to use Inkscape::UI::Widget::Frame
* Align and distribute
* Find
* Input Devices
* Icon Preview
* Live Path Effects
* Object Properties
* Trace Bitmap

Not changed are
* PDF Import (doesnt seem to work atm)
* Font Selector (needs c++'ifing)
* Tiled Clones (needs c++'ifing)
