Installed inkscape200711070317.package on Ubuntu 7.10 Gutsy Gibbon x86
Got the following error
me@mylaptop:~$ inkscape
inkscape: error while loading shared libraries: libjasper-1.701.so.1:
cannot open shared object file: No such file or directory

Apparently, it's not inkscape-specific
Fixed with
sudo ln -s /usr/lib/libjasper.so.1.0.0 /usr/lib/libjasper-1.701.so.1

I too had this with inkscape-0711021622 (on a custom Slack 12 install) and
fixed it with a soft-link as stated.

Please test the latest autopackages available to see if this issue has been resolved. There was a problem with apbuild failing to strip false dependencies.
