system beeps with recent win builds

Bug Description

Recent windows snapshots from modevia produce system error beeps whenever I
navigate inside a text input field in inkscape's UI dialogs. For example:

1) Create a new file in inkscape.
2) Click Save As.. to open a file browser.
3) Focus the cursor on the file name input field and start deleting the
current file name with 'backspace'.
4) Once the cursor reaches the left edge of the input field, inkscape
triggers a beep.

This behavior is due to a new "gtk-error-bell" property in the gtkrc that
allows gtk+ to cause a beep on keyboard input or navigation-related errors.
Quite annyoing. Please consider adding the following to inkscape's gtkrc:

gtk-error-bell = 0

I've noticed that too with Inkscape0711021622 when moving with cursor keys
when focused in a text field. Thanks for tip on disabling.

I think all the windows users would be well served if someone added that

gtk-error-bell = 0

to the file:

program files/Inkscape/etc/gtk-2.0/gtkrc

Archi's wording was a little obtuse for a layman, so here it lies in case anyone else needs to get rid of that beep. It is really loud and doesn't seem to be affected by the Windows volume control settings. If we want a sound (which I don't) I think we'd be better served by something that went through the proper channels (i.e. a wav played through the system.)
