nested styles misinterpreted within inkscape

Bug Description
EXCUSE:
this is with the inkscape and inkview applications as provided by debian
unstable, inkscape_
did not find that bug in the tracker, so I guess its still valid in the
current stock tree. Please use attached test file to check that this holds
true: it would be involving for me, but hopefully its easy on you.
CONDITION:
- a file with svg defs that contain a style tag which provides an
id-attribute that is a substring(1) of another one(2)
- then (1) will be used for objects instead of (2), if (1) was defined in
the file after (2).
ATTACHMENT:
attached file shows part of a world-map, that defines a rectangle with id
"frame" and a path for the country France with id "fr". inkscape
incorrectly applies the style selected by "#fr" to the rectangle "#frame".

Can you please indicate the steps to reproduce the issue with this file? I played with it a bit but didn't see the problem you're describing.
