Scale issues on cli export

When exporting a file as a pdf from the commandline inkscape shrinks the image.

As you can see the image has been shrunk from the original svg.

Reproduced using GUI with Inkscape 0.92.1 r15371.

Related to report #1670913 "Default.svg using mm as units and scale of 1 causes problems"

As a workaround, a user default.svg can be set with units=px and scale=1, or units=mm and scale=3.77953.

not reproduced using Windows 10, Inkscape 0.92.1 r15371, and the command:
inkscape --file="exportBug.svg" --export-pdf="mycliexport.pdf"

could you indicate:
- which OS?
- which version of Inkscape?
- exact command used?

Now I cannot reproduce, using CLI or GUI. I may have erroneously viewed the OP's results.

Sorry for any confusion, I'll keep testing to try and replicate.

I'm still getting this bug. I think it has to do with changing the default measurement in document properties. If 9 switch from mm to put, it gets all screwy.
