Please be more elaborate with your bug reports. With only those two
images, it will be really hard to track down, or even validate, that bug.

Very useful pieces of info would be:
* You have two images, other showing the bug and other not. What did you
do differently between those?
* SVG file showing the bug
* Inkscape version

No big news yet, but it seems that this is caused by several bugs
combined. When that SVG file is viewed with Batik, it is obvious that
neither rendering from Inkscape is correct (considering standards
compliance). So at least three problems here

1) filter is specified with a way too small filter effects area - if this
area is obtained by using blur slider only, there's an error with
calculations

2) Inkscape doesn't respect filter effects area properly - this is a known
shortcoming. Especially problematic are skewed and/or rotated coordinate
systems, as in this example.

3) Some difference between handling PNG export and screen output
propagates up to filtering code. Example shows, that both are likely
clipped to same area, but the exported version has larger shadows =>
clipping border becomes visible
