display issue of the document properties window (Scroll unavailable)

Bug Description

Version Inkscape : 0.92.1 In Lubuntu 14.04 & ubuntu 16.04

when i try opening "document properties" from File menu, the window is off screen, i can't see its bottom. And i can't change dimensions.
Even if i try to enlarge it, the issue still exists.

Workaround is to dock the properties panel.
