[Feature Request] Create new file from command line

Bug Description

I often use command line programs to create and open a file with the same command, e.g. `vi new-file-name`. I tried doing this in inkscape `inkscape new-file-name.svg` but it does not work unless the file has been created previously.

I suggest introducing this feature to make the default inkscape behavior to create files that does not exist before attempting to open them, much like how many other command line tools work. Optionally, the user could be allowed to specify a template other than the default, but this could be functionality to add later.
