preview doesn't work in folders with extended ascii characters

Bug Description

The open dialog's preview doesn't work when the pathnames includes an
extended ascii char (>127).
For example, if i have a folder name "diseño" (it have "ñ" = ascii 164,
"diseño" = "design" in spanish) if i focus any folder file inside the open
dialog then no preview will be showed (No preview available text).
The same thing for folders name (and filenames) that include accents.
I have tested this with Inkscape Version 0.45 (build 5 feb.) over Windows
2k proffesional.

Did a bit of work. stat() was failing on the non-ascii file name. Now
sp_open_document() does not show the document in preview, but it doesn't
crash. But there is a crash when an svg contains an image. However, if
we skip the preview, the document loads into Inkscape.

Some progress, but more to go.

I just tested the SVN version in Linux and Windows XP and the preview is displayed. I tried with files and directories with "ñ" and accented letters (áéíóú). I use the same OS localization than the reporter.
Marking as fixed.
