Font Fenix Header TTF Does not show up in Inkscape on XP

Bug Description

I installed this font on windows XP SP3. It shows up fine in the windows
font viewer. Inside Inkscape, the font is not selectable or displayed
anywhere. Neither the dropdown font list, nor the Text and Font dialog
display this font in any form.

This font does show up and display fine under Open Office on Windows.

This font had some weird punctuation characters in some of the important
fields. When I scrubbed the font name, description, and other fields of
punctuation in FontForge, this font started working fine.

I think Inkscape still has problems with fonts that punctuation in their
names, or related fields inside the font file.

I'll mark this as a duplicate of Bug #165665.
The Fenix Header Font is a non-Unicode font and will not work with Inkscape on Windows. If the character set of the font is changed to "1252 Latin 1" with a font editor, Inkscape will recognice it just fine.
