Main window disabled if a modal dialog sinks

Bug Description

- open Inkscape and draw a rect
- minimize app window
- right-click Inkscape window in a taskbar and select Close

Inkscape enters some strange state. Its window can be restored, but it
doesn't seem to accept any commands...

This is because Inkscape is asking you whether you want to save changes,
but that dialog is buried underneath other windows. Yet that window is
modal, i.e. it grabs all Inkscape input, therefore the main Inkscape window
is disabled. So this is actually another case of "dialogs don't stay on top
of main window" bug.

I can confirm this, i occasionally get a "Frozen" main window, sometimes it is because of a dialog box underneath everything. Other times, there is no dialog,
to fix it, i just press esc a couple of times, and then inkscape is "unfrozen"

It sounds like this is fixed upstream in gtk 2.12.2 (gettext-runtime >= 0.17). Can someone confirm this?

just tested, this bug is no longer present with the new devlibs apparently. good news!
