Bug Description
Let's look at an example to "Taper Stroke" LPE.
For example, we create path and apply to it the "Taper Stroke" LPE. After that we create another path, copy the first one and apply it's path effect to second one ("Edit -> Paste Path Effect" or "Ctrl+7"). If we will change taper handle (or other parameters) for the first path, it will be automatically changed for the second one. Should not they act independently?

In this case yes, anyway we need a decision about this, options:
2 options: copy path effect and clone path effect in the menu.
Directly change to copy path effect, forking path parameter.
