Outline colour scheme potentially clashes with background

Bug Description

There are combinations of outline colour scheme and document background
colour which do not work well.

The point at which the scheme flips from light to dark is not optimal - a
light yellow-green background that is 51% opaque can still have the light
colour scheme, providing very little contrast.

Firstly, I think the calculation for colour scheme is slightly off - it
should be:

(r*0.3f+g*0.6f+b*0.1f)*a+1.0f-a > 0.5 (for r,g,b,a in [0,1])

- but I would question whether document background colours should be
displayed at all in outline mode. It would make more sense for them to be a
part of the colour scheme. I believe this is how other applications do it,
but I don't have a copy of anything to hand to test this.

yes it does seem some combinations lack contrast
