Bug Description
I made a simple SVG with two texts, one line horizontal,
one line vertical (no, not 90deg rotated, but writing
downwards). I've overlaped the letter E in both lines,
so that they cross there.
Seen in firefox, gimp and a few other SVG tools, the
text that is supposed to be vertical, is not vertical,
but horizontal. Looks the same in all SVG tools, except
inkscape.

We only accept Batik as an authoritative SVG renderer. In
Batik, this text does show vertical, though differently than
in Inkscape. So there's indeed a bug here, but not the one
you assumed. All other "SVG tools" just don't support
vertical text at all.
