Inkscape doesn't save locked guides

Bug Description

Inkscape version: 0.92.1+66~ubuntu16.04.1

If you lock guides, save document and close it then open it again but guides will be unlocked.

How to represent:
1. Create guideline.
2. Double-click created guide and check "Locked" checkbox on appeared "Guideline" dialogbox. Click "OK" button to save changes. Guide will be locked after that.
3. Close current document and then reopen it. Guide will be unlocked now.
