Layers Dialog Doesn't show up

Bug Description

win2k, SP4 Athlon 3000 w/1GB of RAM,
Nvidia 6200TC; on dual monitors.
Inkscape .44

When I try and open the layers dialog, I see a brief
flash and then nothing, though focus has left the main
window.

After some tweaking of preferences (not hiding dialogs on
taskbar) I was able to find the dialog, it WAS getting
created, but on the other screen, above the visible area. So
I have a work around where I select it on the taskbar and
choose move, and use the arrow keys to move it to a
accesible location. I assume this must be an odd placement
bug relating to dual monitors.

This bug shows up on my system, running Win32 binary "Inkscape 0.45+devel,
built Jan 15 2007", winXP SP2, with dual monitors.

The problem is that some (most) dialogs are opened in the topmost,
leftmost corner of the screen, and my left-hand screen's top-left corner is
"lower down" than the top-left corner of my right-hand screen.

To illustrate:
Let my left-hand screen have coordinates top-left:(0, 0) to
bottom-right:(100, 100), and my right-hand screen have coordinates
top-left:(101, -50) to bottom-right: (200, 100) where coordinates are (x,
y) and positive x is towards the right for the user and positive y is in
the down-direction for the user. This gives an area that is not displayed
with coordinates (0, -50), (100, 0), within the bounding-box of the union
of the displayed screen-area.

Opening some dialogs will put the frames inside the non-displayed area
(presumably getting the y-coordinate from the bounding-box of the screens,
not the current screen).

I have confirmed this by tweaking the coordinates of the screens:
With the two screens aligned at the top the dialogs display correctly.
With the screens aligned at the bottom, and the left-hand screen smaller
than the right-hand screen in height the dialog does not display. And
setting the right-hand -screen topping off just barely (128px) above my
left-hand screen top displays the lower part of the dialog on the top-left
of the left-hand screen.

This seems to be a GTK+ -problem on Win32

So, it's not really inkscape's fault :)
