Save versus Export confusion with formats such as PDF

How to reproduce: With an SVG image open for editing,
choose file, save as then choose PDF. Save it as PDF.
Close the document, Inkscape will ask if you want to
save changes to the PDF.

Reproducability: Always

Expected Results: Inkscape will just close or ask if
you want to save changes to the SVG (e.g. the PDF save
was treated as an export, not a save).

Actual Results: Inkscape will act as if it has the PDF
open for editing and ask to save changes to that (which
is redundant anyway since you only just saved it).

changed summary since this has very little to do with PDF
and is more a usability/design issue which needs to be
solved. that makes this a duplicate, of many other reports
essentially complaining about the same thing.

Realistically the only format which we can even offer 100%
fidelity will be the native Inkscape SVG (and compressed,
and other repackaged versions of same).
PDF might be able to offer close to 99% fidelity but there
are always going to be that 1% who get bitten.

The usual answer is to completely split Save versus Export.
  This seperation/affordance and somewhat contrived split
forces users to notice there is some difference and
hopefully they will understand the difference but if they
dont they cannot really blame the developers.[1]
However I strongly dislike having a save dialog with only
one, or even very few formats listed. User will be familiar
with many commonly used programs from their web browsers to
their office suites which dont force the Save versus export
split.

[1] Gnome usability expert Callum Benson tends to agree with
this approach but he is generally agreeable and wouldn't
complain either if you did it differently.
