WinXP: numeric hotkeys for zooming, ` don't work

Inkscape 0.44, built Jun 23 6006 (.zip version) on
Windows XP:

Hotkeys for zooming on numeric block doesn't work. When
I press for example key "6", Inkscape moves object
right, just like if Num Lock is off. It works like
cursor keys only. Keys above letters works fine, but if
I'm using national keyboard layout, they aren't accessible.

«Zoom to previous zoom level» on hotkey ` does not work with
any keyboard that uses ` for accents, i.e. ` is a dead key.
This applies to US-International and lots of non-US-keyboard
layouts.

I am using WindowsXP and Linux on one computer (dual boot
system) with hotkeys working perfectly under Linux but not
under WindowsXP. (Inkscape 0.44 on WindowsXP SP2, Suse 10.1
32bit and 64bit)
