W/H padlock icon must show as open/closed

Bug Description
Hi!
I found that the 2 padlock icons (one in the lock/
unlock proportions of the width/height and the other in
the layer dialog) have a different behaviour.
The first one, when turned ON or OFF, shows always a
locked padlock.
The second one, when turned ON shows a locked padlock,
but when turned OFF, shows an open one. That is the
right behaviour (it is lot more intuitive)
I think the behaviours of these two icons should be the
same.
