Win32: toolbars don't theme properly

Bug Description

I'm gtk-wimp's maintainer. I tried the 0.42 Inkscape
release with my theme, but the toolbars don't look
right. For instance:

1) There are no separators (|) between groups
2) The WinXP gradients aren't applied to the toolbars.

It looks like you aren't using a GtkHandleBox or
GtkToolbar subclass. Screenshots of what I mean are here:

Correct.

With the older codebase, many custom widgets were employed. We're
cleaning things up now.

For the toolbars a few different things had been combined, and some of it

could have been to avoid bugs in earlier stock widgets.

Ok, I *think* I've got this one fixed last night. I changed the legacy toolbars from using GtkHBox over to using GtkToolbar even for those toolbars that have not had their commands fully converted. Should clean up this issue.
