Bug Description
Version 0.92.
In complex documents, the locking and unlocking of layers takes up to three seconds, giving the impression the interface has become unresponsive.
Vista 32-bit.

Confirmed on Windows XP (32-bit) and Xubuntu 16.04. Inkscape 0.91 and 0.92.1.
The same action was faster with 0.48.5.
