Moving a path with dynamic offset is very slow

Bug Description
When translating a path with dynamic offset Inkscape seems to freeze even though the geometry isn't changed, so this shouldn't be a computationally intensive task.
I feel like there's room for optimization here. The paths don't need to update and re-calculate the offset, when the whole thing is just moved from one place to another.
I'm using Inkscape 0.91 r13725.
I attach a test file.
On my machine (Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz) I can't move this object at all - I drag and drop, nothing happens. Sometimes it moves a tiny bit and stops.
PS: I know I can apply the dynamic offset by converting the object to a Path again (Shift+Ctrl+C), but when I want to retain the ability to adjust the offset - I better be cut and paste the object, than trying to drag'n'drop it.
Confirmed on Windows XP (32-bit), Inkscape 0.92 and 0.48.5 with the example file from Bug #1666522.
But Inkscape crashes (same computer, with 0.92, 0.91 and 0.48.5) when trying to move the text in the attachment from comment #1...
Could you please give details on your operating system?
