Scaling objects with respect to rotation center

Bug Description

When moving the rotation center away from the center point of the object I would expect that scaling works with respect to the rotation center NOT with respect to the bounding box (or object) center.

There is a cumbersome workaround with mirrored dummy objects which need to be deleted afterwards.

However, with tiled clones it might easily result in a big mess...
If I have overlooked an option in the tiled clones dialog, please let me know.

If this this is not a bug, I would like to file a feature request.

Yes, "Shift" ok. Sorry, for not being precise. I did not mean scaling with the mouse.

I am talking about transformations with entering numbers.
In the transform dialog (Shift+Ctrl+M) you can achieve scaling with respect to rotation center by selecting "Apply to each object separately" which also (accidentially?!) means in fact "take the rotation center as scaling origin (or center)".

If I understand Bug #263276 correctly, this issue is solved in the Transform Dialog (Shift+Ctrl+M) with the option "Apply to each object separately"

However, with tiled clones there is no such option.
