Stroke ends inconsistent with stroke-to-path

Bug Description
Strokes rendered as strokes have different shape to
"stroke to path"ified strokes: the end of the stroke is
at a slightly different angle.
Also the end of the stroke is not orthogonal to the
curve (see screenshot).
