Tooltip location ignores screen scaling

Bug Description
I'm using Inkscape 0.92 on Windows 10 with two monitors. One has a scaling of 100%, the other has a higher pixel density and uses a scaling of 125%.
If I create an Inkscape window on one screen, and drag it to the other screen, then Windows will adjust the window size to match the change of scaling. However, the tooltips seen when hovering over tools are unaware of the new window size, and act as if the window size did not change. The effect is that the tool tip is in a strange location - and certanly not over the tool.
