"Ctrl + ^" under Win v0.39 is not working?!

Keyboard Shortcut "Ctrl + ^" for exclusive OR (XOR)
will not work in Win2k, Win9x but it works fine in Linux.

incidentally wouldn't Ctr+shift+6 be a better way to describe
that shortcut?

I can reproduce the same problem with cvs build (inkscape
0.41-cvs+) under winXP and win2k, and with a French keyboard.

Indeed this is a dupe of the bug reporting inaccessibility
of some keys with localized keyboards. We need to make a
different keyboard profile for such users perhaps.
