Bug Description
A couple of bugs came with 0.92 builds wih the filter editor (r15299), this one is somewhat related.
When starting fresh with filters, the blend modes doesn't update whatsoever.
How to reproduce:
draw two rectangles, add some gradient fills to them for testing -saturated colours, different luminosity etc.-
select one of them, and in the filter editor add a new filter with a simple blend filter primitive to it.
Connect the second connector to background image on the right,
and in the primitive's settings dropdown list choose overlay for example.
No changes appear.
Until saving and reopening the file.
Something to also check:
Once the blend failed to render, open the objects dialog and change an unfiltered object's blending mode so that a new filter is generated, similar to the one made manually.
This can sometimes trigger the first filter to render right as well.

Did you enable background-image first (by switching a layer mode to any but 'Normal' and back to 'Normal'), or by manually adding the property to the top-level <svg> element (using the built-in XML Editor, or an external editor)?
Not reproduced with Inkscape 0.92.0 r15299 (on OS X 10.7.5), or with any older Inkscape version that supported blend modes (>= 0.46), if setting the enable-background property first, as described in the manual: tavmjong. free.fr/ INKSCAPE/ MANUAL/ html/Filters- Compositing. html

Not reproduced either: unless the 'enable-background' feature is defined somewhere on a parent container, the blend modes do not work, and Inkscape 0.92 does not automagically add this property by itself (neither on save nor on load). The current supported methods are as described in the manual, or by manually adding the property via XML Editor.
It seems to me that this report is a question about usage more than about an actual bug at this stage (yes, it would be nice if Inkscape had GUI option to enable background either on the whole file, or on a specific container (group, layer group), but IIRC there are older reports requesting this (it's a long-standing issue, see manual)).
