Symbols dialog: when docked, any drag already inserts symbol

Bug Description
Inkscape 0.91 and 0.92
When dragging a symbol in the docked symbols dialog, away from its current position, but not outside the boundaries of the symbols dialog, it is inserted in the middle of the current viewport when the mouse button is released.
When doing the same from a floating symbols dialog, the behaviour is as expected: the symbol just slides back to its original position in the dialog.
A symbol that is not dragged onto the drawing should not be inserted into the drawing.
