Scaling path with 'stitch subpaths' LPE gives unexpected results (0.92)

Bug #1655160 reported by Hachmann on 2017-01-09

Bug Description

As soon as the stitch path is being deformed, scaling causes a deformation of the result of the effect (instead of just scaling).

The object also doesn't get as small as was defined by dragging the mouse (it seems to grow after letting go of the mouse button).

Attached SVG contains an example.

Inkscape 0.92.x r15309 on LM 18, 64bit.

JFTR - same behavior with Inkscape 0.47, 0.48.5, 0.91, 0.92.0 and 0.92.x r15313 (on OS X 10.7.5).

What always worked and still works (as with other path effects): group the path with the path effect applied and scale the group instead, if the exact output at the current scale is to be preserved.
