preferences dialog much too small

This seems to be a new problem in Inkscape 0.92:

- install Inkscape 0.92 on Windows
- start Inkscape and then open its preferences dialog

result: the dialog is extremely small, see the attached screenshot

(Unfortunately there is also no hint that one can increase the dialog by dragging its borders.)

This only happens after a fresh installation when the preferences dialog is opened the first time. So obviously the dialog dimension presets are wrong.

Exists in 0.91 too (likely reported earlier), only exposed with new preferences.

The dialog should always have a usable (dynamically calculated) size now while also still being shrinkable down to the minimum size.

I'll also investigate if this can be back-ported to 0.92.x

Backported a modified version to 0.92.x in

It's not as nice as the version committed to master but it should work well enough.
Please let me know if this causes any issues so I can have another look before the 0.92.3 release if necessary.
