filter editor refuses to drag and drop primitives when cameras are rolling

Bug Description
Trying to use sharex for capturing a filter making in the process.
However there are some problems with the window management. Opening the filter editor panel resizes the layout or comes up in a random position on screen when floating.
Could live with that, but the issue described in the title is more serious.
On win10 64bit Inkscape 0.92pre4 15278, although I remember the problem was present on every build I tried to screen capture.
