Shortcuts don't show in some tooltips

Follow-up to bug #1001862 "Shortcut key explaination on every button tooltip".

Problem description:
The tooltips for some toolbar buttons displays the corresponding keyboard shortcut, but the tooltips for other toolbar buttons lack the keyboard shortcut.
For example:
* The "edit nodes" button correctly shows "(F2)" in its tooltip
* The "convert outline to path" button correctly shows "(Ctrl+Alt+C)" in its tooltip
* The "break node" button does NOT show "(Shift+B)" in its tooltip
* The "join nodes" button does NOT show "(Shift+J)" in its tooltip

Confirmed on Windows XP, lp:inkscape/0.92.x rev. 15155, English locales.
It seems that the shortcuts only shows if the action is defined in the verbs.cpp file, but not if it's defined in the tool's toolbar.
