Some typos in Inkscape 0.92 LPE UI

This a list of errors found in current 0.92 (15078) LPE dialog:

1) Bold is not correctly set in:
     Path > Path Effects... > Perspective/Envelope
     Tooltips of "Handles" coordinates contain <b> some text </b> but text setting has no effect
2) Typo in:
     Path > Path Effects... > Gears
     Tooltip of "Min. Radius" contains "balues" which should be "values"

If more are present I will add a note under this report.

@FirasH, thanks for the bug fill. Attached there is a patch to test, specialy the "handles" thing, because it render ok in my system previously. Anyway I do some changes and I think now you get ok.

@Jabier, it seems your patch (comment #1) applies changes unrelated to the report. Please make sure that only the typo part is committed (I didn't check if the unrelated lines are already committed for another bug).

Fix commited in trunk r.15427 and in 0.92.x in r.15326
