Text misplacement when importing/converting EMF files

Bug Description

When importing EMF files into Inkscape 0.91 r13725 (the 64-bit version) on Windows, all text is getting misplaced in the upper left corner of the document, above the document's borders. The font size also seems to be wrong.

This bug can also be reproduced in the most recent builds for windows (0.92 r15044). The 0.48.5 version (32-bit) didn't have that bug; importing gives a correct result here!

I've attached an example file. I can reliably reproduce that bug with all other files that we have.

This EMF import issue in Inkscape 0.91 is triggered by locale settings which use a comma as decimal separator; the issue will be fixed in the next release (0.92).

@su_v We seem to be on the right track. After switching my locale settings to English (US), the import works again. Just changing the UI language doesn't fix the problem unfortunately.

Is there a way to get a build with the fix already applied? r15044 still has the problem.

In local tests (on OS X):
- reproduced as expected with Inkscape 0.91 r13725
- not reproduced with trunk lp:inkscape rev >= 13947
- not reproduced with lp:inkscape/0.92.x r15044

I don't use Inkscape on Windows myself, and can't tell why the issue appears to be not fixed for you with the Windows build of the same recent revision of stable release branch.
