Welcome screen instead new document

Bug Description

My suggestion is about making a welcome splash screen, as in Corel, InDesign, LibreOffice and others in order that program loads faster and makes user be able to choose what they are going to work with: New project, Last open files, Open existing file, and maybe some other features. In my opinion this should make a user feeling comfortable, but if not, they could tick "Always start with a new document" and they get what they had been used to. Just an idea, hopefully others will relate to it.

@Victor - Lauchpad tip: when a report is linked to a blueprint, the blueprint shows at the bottom of the right column of the report.

Seems to be asking for pretty much the same thing as bug #170247, so closing as duplicate.
