unresponsive tool bar i'm running windoors 10

0.91, I have a Lenovo z70 running windoors 10

I also have this problem:

1 Open inkscape
2 change tool to circle/ellipse and draw a circle
3 change tool back to selector/arrow
4 nothing happens for a long time, sometimes the tool preferences dialog appears but doesn't always finish drawing on-screen (it is semi-transparent)

I have tried hiding the rulers but the problem persists.
I can get the arrow/selector with F1 but then I can't select other tools

Inkscape 0.91 r13725 (although I have experienced similar on previous versions)

Win 10 Pro
Lenovo X1 Carbon Yoga
Intel i7-6500 2.5GHz 8GB 64bit Intel HD Graphics 250

Is the problem perhaps particular to Lenovo?

I came across this report while trying to find more info about a bug which is at least partially known, but I'm not sure if it has ever been reported.

Are you using a dual or multiple monitor setup, by any chance?
