flowPara doesn't render in any other renderer

Bug Description
We aim to use plain SVGs for translatable text strings in GNOME [1]. To allow for varying string size and right to left languages, the block text Inkscape tool would be ideal to use. When tested with the rsvg backend for gdk-pixbuf, the flowPara block is filled with the color rather than the contained text in RSVG. I have filed that against rsvg [2].
But looking into it I discovered that most renderers like Firefox, Chrome or Lasem will nt render the block at all. I have attached a sample SVG that I got by exporting plain SVG, similar behavior can be observed with the inkscape namespaced native SVG too.
I am not versed with SVG enough to see what's going on and if it's just a styling issue, but I would welcome the plain SVG to feature something that can render in Firefox/Chrome or at least know for sure the included markup and styling is valid and has some non-inkscape implementation so I can wrestle the other projects to fix their rendering.
