objects don't keep the size I set them to

Bug Description
To reproduce:
Create a rectangle. Use the text boxes to resize it, in my case 149.2 x 229.46 mm.
As soon as I do anything with the object, e.g. Object->Path, Stroke->Path, Clone, Outset, Linked Offset, the object's size changes to 500x800px, or sometimes 501x801px
I tried looking at snapping and guide preferences, but either I don't understand the options or that's not the problem.

@Robert: please check the following:
- is the rectangle filtered? (i.e. does it have any blur?)
- does the rectangle have a stroke?
- what is your setting for Edit -> Preferences -> Tools: "Bounding Box to use"?
No matter which one you chose there, for the rectangle tool, the bare width/length of the rectangle is what counts towards width / height. Any contours/strokes will be half-outside and half-inside the rectangle.
You can use the selector tool with 'Bounding box to use' set to 'visual' to achieve your goal.
