[debian-packaging] lib directory not put into the .deb

Bug Description

Inkscape nightly trunk ppa does not work anymore because the deb files do not include the lib/ directory while the executables link to libraries there.

Marking as fixed, following user feedback on mailing list. Please keep an eye open for other PPA regressions following the CMake transition.

Note that this fix will need to be backported to the Stable PPA on release of 0.92
