Bug Description
In the Filter Editor, the filter primitives infobox with image and description is shown by default, and can be disabled (to gain vertical space for the filter primitive list above) in the preferences.
With the recent changes in rev 14846 to display the description text in a scrollable window, the infobox element itself can't be hidden anymore (only its content). The filter editor now displays an empty area (with a minimal height set) instead.
Ideally, a fix for bug #1436180 would still support the interface preference to hide the infobox completely.
Noticed with Inkscape 0.91+devel r14848 (GTK2) on OS X 10.7.5.
Attached are screenshots with rev 14845 (top) and rev 14848 (bottom) of the filter editor dialog with and without the infobox. All dialogs as docked with minimal height and initial width right after opening the dialog for the first time in the current session.

This particular aspect (hiding the filter primitive infobox) is confirmed fixed.
