Layer Window Functions Regression

Bug Description

Hi,

After working for about two hours on a project, I am loosing most of the functions in the Layers Window.

Lost functions: controls that have to do with layer management: adding or removing a layer, changing the sequence, adding a duplicate

Remaining functions: switching between visible/unvisible, locking and unlocking, blend mode and layer opacity.

I recall that it happened more frequently with earlier versions, but it still happens with 0.91 also.

It happened with floating docks. Not sure about docked

Saving the file and restarting Inkscape restores the functions again

 System set up:

 Windows 7 Ultimate Service Pack 1 64 bits
 Inkscape Inkscape 0.91 r13725 64 bits

Inkscape might want to tell me that it is time for a break after two hours, but still it would be nice to keep full functionality :)

This phenomenon keeps on playing up. Right now I have a file that frequently suffers from it. After some 5 min working I can't add a layer anymore or duplicate a layer. Closing the file and opening the file restores normal behaviour.

I can't find what triggers it. Did a test with a dummy file. Made some objects. Did some clipping. Coppied those objects. Then changed the collour of one of the clipped objects. Then the layer functions where lost. However I can't duplicate it....

Attached a file that suffered from this error. However, it happend once but I can't get it to happen again with this file.

Note that although it might not be a major problem it gets rather irritating having to close and reopen a file every 5 min.
