Bug Description

When saving the attaced file a large portion of the data is lost when file is opened again.
Inkscape 0.91 on Win 8.1 and 10. Same result!

Confirmed on Windows 7, Inkscape trunk rev. 14761. The file is already badly damaged, and each time I save it it's worse.
Apparently due the the non-UTF-8 encoding used in the <title> and <dc:title> elements.

Attached is a fixed version of your file that opens and saves correctly (I fixed the damaged elements and replaced the titles with UTF-8 characters).

Marking duplicate of Bug #499257 "saves svg file, that it can't read afterwards".
