Opacity adopted from one layer when switching to other document

Bug Description

Situation:

1. Two different SVG files open
2. For the test both documents have:
    Layer 1 opacity 100%
    Layer 2 opacity 50%
3. Opening Layer panel in document 1
4. Selecting layer 2. Opacity shows correctly 50%
5. Selecting the other document.
6. Opacity now shows 50% for both layer 1 and 2!

So when switching to an other document the layer panel adopts the opacity of the last layer and sticks to that. Closing the layer panel again restores the error.

It is not a big deal may be. The actual opacity is not changed, but one can be really puzzled and shocked if a layer opacity seams to change for no apparent reason :)

I am using 0.91 on Windows 7

The situation is independent from the files. I replicated it with two new files.

Thanks for taking the time to file a report!

Reproduced on Windows 7, Inkscape 0.91 and trunk rev. 14703 (32-bit), with floating dialogs only.
Not reproduced when the Layer dialog is docked.

Not reproduced with Inkscape 0.48.5 (same computer).
