Inkscape does not support Unicode characters in the top level <title> element

Bug Description

Inkscape 0.91 r 13725 running on Windows XP SP3.

1. Create an SVG document (may be empty).
2. Choose File–>Save As
3. In the "Title" edit box enter a text which contain(s) Unicode character(s), eg. "ACME logo 2000–2015" (notice en dash instead of hyphen between 2000 and 2015).
4. Press Save button
5. In the XML Editor you can see that the top level title element contain "junk" instead of Unicode character(s).

Also it does not work the other way – if you manually (in a text editor) create an SVG file with "unicoded" <title>, open it in Inkscape and choose File–>Save As, you will see junk in the Title edit box.

It is worth to notice that there is no problem with Unicode characters in the "File name" edit box – files are saved as expected.

Thanks for taking the time to file a report!

This is a know bug already reported in Bug #576126 "[Windows] cannot open file with non-ASCII chars in Save-as Title field".
I'm going to mark your report as duplicate, but don't hesitate to add a comment if you think it's a different issue.
