Randomize color extension has no limits

Bug Description

I just done this extension improvement in the patch attached.

The patch add a limit slider to randomize color extension.

Currently for example using one check hue -works in all- you only can check a random value from the full arc 0-255 hue value.
With this improvement, you can limit the scope of random to an amount from 0 to 100.
For example, the item has a 20 value in HUE
If the user select 0 the range become 0-255
if the user select 100 the range become 20
If the user select 90 the random range is 12-28 aprox.

This is very useful working with multiple paths like the attached svg.

Improvements tested successfully on Xubuntu 15.10, Inkscape 16675. Thanks for the patch!

Instead of increasing the limit value to lower the effect range, I'd rather decrease a range value directly, as implemented in the attached archive.
